If lawmakers go along with Gov. Mike Rounds’ budget, K-12 education next year will see no increase in funding for the first time since the mid-1990s. Rounds has asked for a change in state law, which would revise the per-pupil formula in such a way that eliminates what would have been a 1.2 percent increase over last year
