FRANKFORT — Gov. Steve Beshear addressed a $108 million budget shortfall Monday with a combination of 3 percent spending cuts in most state agencies, fund transfers and one-time federal stimulus dollars. He also announced plans to return $30 million to $40 million in excess education funds to the state’s school districts to cover prior cuts.
