BOSTON — Gov. Deval Patrick praised the passage of an education-reform bill in the House yesterday, saying the legislation would help children falling behind get the education they deserve. “This bill really creates some tools to reach that population that has been stuck,” Patrick told reporters during a lengthy sit-down discussion.
